En Chiriquí, donde está la mayor cantidad del recurso hídrico del país, existe preocupación por su calidad.

La Semana de la Ciencia en la Universidad Autónoma de Chiriquí (Unachi) –celebrada esta semana– fue aprovechada por distintas asociaciones ambientalistas para evaluar problemas relacionados con los recursos naturales.
Chiriquí posee la mayor cantidad de recursos hídricos del país, y la población local muestra preocupación por los aproximadamente 80 proyectos de hidroeléctricas que se planean construir en esa provincia.
El proyecto de ley 278, que según dicen algunos grupos intenta privatizar el agua, generó distintas opiniones, principalmente de rechazo por considerar que se podría afectar la calidad de este recurso.
En ese sentido, Susana Serracín, de la Asociación de Derecho Ambiental, afirma que el proyecto 278 de la Comisión y Desarrollo de la Población y Ambiente de la Asamblea Nacional «pretende conceder contratos administrativos a nuevas hidroeléctricas, así como a otros proyectos más resumidos que presenta la Autoridad Nacional del Ambiente (Anam); asume posturas que pretenden dar paso a la privatización de los recursos hídricos».
Carmen Tedman, de la Asociación Pro Defensa de las Cuencas Hidrográficas, considera que las hidroeléctricas producen «la muerte del río, la opresión de comunidades humildes autosostenibles, sin ningún apoyo gubernamental, y el daño de la cuenca hidrográfica». Y concluye: «Chiriquí no necesita más hidroeléctricas. El Gobierno promueve decretos olvidando que es firmante del Protocolo de Kyoto, que le compromete a producir desarrollo limpio».
OPOSICIÓN Y PROTESTA
Yakarta Ríos, de la Organización de Consumo Ético de Chiriquí, considera que el Institutos de Acueductos y Alcantarillados (Idaan) «se convertirá en una agencia que comprará el agua a los dueños de los ríos».
En tanto, Carlos Raúl Carrera, de la Asociación Pro Defensa del Ecoturismo Chiricano, afirma que «los estudios de impacto ambiental que exige Anam no tienen planes para dar respuesta a las comunidades afectadas, como lo son su posible reubicación y desarrollo».
Estas y otras asociaciones exigirán que se dé una moratoria a los proyectos hidroeléctricos, y enviarán un documento de protesta ante la Organización de Naciones Unidas para que no se den concesiones permanentes ni transitorias extendibles para construir hidroeléctricas que, según sus detractores, generarán caos y modificarán el medio ambiente.
